Why Do Profit Sharing Exist On State Owned Companies?

Why do Profit Sharing exist On State Owned Companies? Can anyone answer me this questions?
Why is it that State owned companies like Petrotrin some profits to their employees?
I see this as a way where the directors and heads can get huge amounts of money lawfully. This is a huge waste of money, do these people not get paid? Is this not a State Company? So why ?

It seems as though this only applies to some State Owned companies because many others benefit nothing from company progress.

It is probably for those companies where the profits are exceptionally high.
Where the amount going to the staff might look like a small percentage...
when really and truly it is in the Hundreds Of Thousands!

Do you know that they serve CAVIAR at their Board Meetings...?

But i taught Petrotrin we at a loss, how can they still do profit sharing. Also should that state money go directly back to the treasury? who initially taught of this ?
