The primary factors of criminality

The three primary factors of criminality are the prerequisite, perversion and perpetration. Controlling crime is therefore dependent on the control of any one of those factors.
The obvious reason why criminality is in such an alarming state, is because of the fact that the system is plagued by gross incompetence at every level from the levels of detection to the level of the penal system.
The primary component in effective crime-fighting is a reliable monitoring and information gathering system that is absolutely free from corrupt influence.

What system is will ever be free from incompetence and faults, humans are so easily corrupted from money, greed, lust, hatred and jealousy and not forgetting just plain laziness.

I have always made the point that humans can never be trusted to conduct themselves with ethical standards, of their own accord and as a result must always be policed in order for them to stay within acceptable social boundaries.
